Use layers and masks to build it up.

In the example below :

The bottom group of layers build up the frame (which was cut off in your image

The next is your photo with a black and white adjustment layer (tinted) and masked to the oval - then a stroke layer style added to bring out the oval

The top two just add a reflection and shadows (painted on)
