Transform handles different ???

Hi there, I'm not getting the transform handles as normal, blue and white, here screenshots below

Looks like the GPU is disabled either because it was manually turned off, or Photoshop has determined the card or driver is not supported. See: https://helpx.adobe.com/photoshop/kb/troubleshoot-gpu-graphics-card.html 

The bottom image is without the GPU. If the GPU is available and up to snuff, the guides are blue like the top image.
