Hi,
In Illustrator, there is the Transform window and I can put in the values (width and height) for the rectangle.
How can I do the same in Photoshop?

And in the Options bar. There is a wee gotcha if changing the angle — if you are going to move the centre handle (hold down Alt/Opt and drag) do so _before_ entering a value for the angle in the Options Bar

The case I presented above is; when the layer has a linked image.
When the layer has a shape, I see the Properties window, as you showed.
