Transform tool changed again?

The legacy transform tool changes the size of an object proportionally when you hold the Shift key. This changed a few years ago to the current tool where it would always resize proportionally. I got used to that but suddenly I have to hold Shift again. Has this been changed again? I do not have the legacy transformation enabled in the options.
