Transform vs Transform Path

Dear community, i'm just a regular user, not expert photoshop user.

Sometimes, my Edit -> Transform , become Edit -> Transform Path. I don't remember when this happend.

Today, i want to flip horizontal an image, but i can not becouse menu edit become Transform Path. Thanks.

that's because you have a path selected. Window>Paths, then deselect the path.

    What if I need to scale paths and other layers together? It only transforms the path if I select multiple layers to transform. It's really annoying and I don't feel like I've faced this issue ever before.

    Work-around: Vector Masks on empty Layers or Groups that can be transformed with other Layers/Groups/Smart Objects 

     

    Otherwise please post screenshots with the pertinent Panels (Toolbar, Layers, Paths, Options Bar, …) visible to illustrate the issue.
