Trouble starting Actions in Photoshop

I recenlty composed a Photoshop action and imported another from a friend.  Regarding both, when I try to use them I frequently get a message stating that "the command xyz is not currently available " where xyz might be "select", "merge", "camera raw", or any other function within the action itself.  I've tried downloading any missing brushes as some info on the net suggested but that did not help.

Any thoughts on resolving this would be appreciated.

I am using PS 2024 version  25.9.1

Actually, you should at least see the action palette with the unfolded action in order to be able to make an assumption.

 

But obviously no layer is active. Therefore, nothing can be selected.

Take the Action panel out of button mode so that you can expand the steps and compare the step to the error.
