I would like to know how to join or snap the two points in the circle with the pen tool.

Hover over one of the points till you see this icon, and click

Hover over the other end till you see this icon and click

[EDIT]  You might find this Pen tool icon aid useful

Just adding to step one: in the History panel, you should see "Pick up path" after you click.
