Trouble with tweening?

I'm trying to tween two gifs together so that one changes into the other. The issue I'm having is that when I click the tween button, the transition frame backgrounds are transparent (see photo) and I'm not sure why. I've seen posts online that talk about fixing the opacity, but all that does is fade the gif itself. Anyone have any ideas?
