Trying to line up images on a specified canvas size automatically

Does anyone know how to import multiple images onto a large canvas and not have them overlap?  I have included an example of what I am talking about.  My goal is to create an action that lays out image onto a canvas for printing on a UV printer.  Every way I try to import them they always just stack on top of each other.  Like in the example 2 image

This is best performed using dedicated 3rd party RIP/DFE or print management software for step/repeat/nesting etc.

 

I may have a script for Illustrator in archive, however, nothing for Photoshop.
