Turn on/ Turn off the light

I have a technical issue. I can not work in the designated area, it tuns black and white changing in seconds. I have closed the program, restart my pc, turn it off, I have desinstaled PS, and nothing changes. It looks like if someone turn on and turn off the lights of one room. 
I have tried a new document, and old document, a PDF  a JPG .. nothing helps. I have attached the video, I do not know what else to do. 
The version es 24.3.0 

Anyone can help me?
