Turn scanned page to white

I have a page from a scanned book. The "white" of the paper is actually dark tan. How do I convert it to RGB white: 255,255,255? I tried adjustment layers (black and white, and brightness/contrast) but the best I could achieve was a very light gray.

I would suggest levels and/or curves. Keep in mind that adjusting the white point will likely also affect image detail.
