Type tool edits existing text instead of creating a new layer - Photoshop 20.0.5

I want to create a new text layer on top of all the other ones, but instead when I activate the type tool and click with it, Photoshop tries to access some other text layer and edit it.

Photoshop version is 20.0.5

    Hi Alex,

    When you see dotted lines around the Type tool, you are about to create a new layer. If there are no dotted lines, you are about to edit existing text.

    To force a new Type layer when you are close to other text, hold Shift and click with the Type tool.

    Hi Alex,

    Thanks for sharing the issue video, let's make it right.

    First try resetting the Type Tool by following the steps mentioned here: Basic troubleshooting steps to solve problems and issues in Adobe Photoshop Let us know if it helps.

    Also, select the Move Tool and uncheck Auto Select located on the top and let us know how it goes:

    Auto-Select is unchecked and I tried resetting the type tool, that didn't work. Program restart also didn't work.

    I also want to add that

    a) new shape layers are being created as expected

    b) the text layers that Photoshop tries to access are appear to be random; one time it is one layer, another time it might be another

    Does it happen with every document or only this document?
    Could you try creating a new document and test this issue?
