UI is acting strange

Hello.

This is how my Photoshop UI looks like, left panel. I tried to restart it, still the same, reboot PC - still the same, did a rollback to previous version - UI was ok for one session. Then I closed program, opened it again - and it looks like that again.

Also the "New Document" window doesn't display recent items properly. They are simply not there. Sometimes I see there presets that I've worked on, but not all of them. And it seems like this info auto-refreshes itself every 24 hours or so. How can I keep my presets there? I also tried to manually save presets, but it doesn't work either.
