UI Issue

What could be causing this UI issue that I'm experiencing in the Start workspace and the "Export As..." window? It's been happening for a while now in Photoshop CC 2018 and Illustrator CC 2018, and the past couple small updates haven't resolved it.

Specs:

Windows 10 Pro

Intel i7-6700HQ 2.60 GHz

32 GB DDR4

GeForce GTX 1070

I was thinking this could be an issue with the graphics card, but it's been kept up-to-date regularly. Any help is appreciated!
