Unable to create normal map

I am trying to create a normal map and a height map in photoshop using the Filter>3D>Generate normal/height map feature, but it just doesn't work. I have tried it on multiple OS and platforms.
Devices attempted on:
1. Windows 11:
i7-13th Gen 2.1 GHz, 32GB RAM, Intel UHD 770 Graphics, 64-bit
2. Apple Mac Studio:
Apple M1 Max chip, 32GB
3. Apple Macbook
Apple M2 Pro chip, 16GB
Exact issue:
On the windows based system, upon attempting to create a simple normal map or height map when navigated to the feature, a pop-up alert shows up with the message-
"The 3D feature require that 'Use Graphic Processor' is enabled in the Performance preferences. Your video card must meet the minimum requirements and you may need to check your driver is working correctly."
When I check for those settings, I can confirm that they are appropriately set and I am using the maximum memory I can with my 32GB system. Yet, the issue still pops up. I assumed it was because of the lack of strong GPU unit in my windows system and I moved to the MacOS to make it work.
On both the Mac Studio and the Macbook, Photoshop unexpectedly crashes "EVERYTIME" I try to use those features. I have tried other features in the filter menu which seem to be working fine. I tried multiple fixes and solutions that were available online and on the discussions of various other questions in the form but to no success.
I would really appreciate any help.

NOTE:
i. All of my OS are up to date and all the drivers are also up to the latest versions.
ii. Started facing this issue as recent as last week, did not face it anytime in the past
