Unable to Open Files Version 24.7

Hi All - I just downloaded PS version 24.7 (and Lightroom) on my MacBook Pro (OS Ventura 13.5.1) and after initially working fine, PS no longer can open files (File > open file) (or embed them) but instead shows a grayed out menu of applications (including Lightroom) (first screenshot below). I can get to "Lightroom library" in a pictures folder but the file type is not recognized by PS (second and third screenshots). The "Lightroom saved photos" folder shows empty even though I have photos saved in Lightroom (fourth screenshot).  The file type in the (Apple) Photos library is also not recognized by PS. Thanks!
