Unable to Open Printer Settings in Photoshop CS5.1

I thought it was my Epson printer causing the issue so I bought a new printer (it needed to be replaced anway) but I'm still having problems.  Sometimes it works, sometimes it doesn't.  I'm unable to choose my paper media.  I'm operating Mac OS High Sierra 10.13.16 which I understand is as high as my computer will go without buying a new mac. Is this the problem...that once my Mac upgraded, it caused problems to show up in Photoshop?  I don't want to have to lease new Photoshop monthly.

Also, my Adobe Bridge is only 32 bit and needs to be optimized.  It's been updated as well but I can't find how to contact the developer to optimize or if it's even possible with my equipment and software.  When I look under help, I get "help support center not found and a 404 Not Found error was encountered while trying to use an Error Document to handle request?"

Try this:https://www.macworld.co.uk/how-to/mac-software/open-apps-mojave-photoshop-3684425/ You should have this function in High Sierra. Just add CS 5.1 to the list. You may need to install "Legacy Java" https://support.apple.com/kb/dl1572?locale=en_US  A good idea to restart your Mac when you finish.

Now the bad news. CS5 is old and Adobe stopped any new bugfix releases when CS6 came out. As Apple advances their OS code, CS5  is going to have problems. You may want to find an mac that will run an earlier release of OSX if you insist on keepong CS5.

Ignore the "optimize" warning. MacOS 10.15 is going to be running full 64 bit apps from now on, and they are warning you to replace that old software.

Some trailing characters got attached to the link making it an invalid address.
