I have a frame by frame video composed of 300 layers that I try to render as a video, but I can't seem to be able to choose the option to actually render as a video. All I get are options that result in a photo. There is no way to use the adobe media encoder as it is grayed out.

Have you set up a Frame Animation or a Video Timeline within the Timeline panel? Can you post an image of your Timeline panel. Cheers.

Sorry for the late reply. There was no timeline so I have added one. I can now export as a video, but the video is only what is meant to be the last frame. Using the picture, all the layers are like "Layer 1 copy 299" in terms of start and end point.

Video Timeline
I believe your issue is that you need to stagger your images within the timeline. The top image will always obscure those below it so you need to make sure the images progressively "end". Have a look at my timeline in the image below.
Frame Animation
If you go down the frame animation route you will get a timeline that looks like the image below. This method controls which image is visible by turning on and off the visibility of layers on a per frame basis.
