Unable to Update Photoshop CC

I'm unable to update Photoshop CC.  When I click on Photoshop/Help/Updates... the blue spinning donut spins for a second, then disappears.  When I click on the Creative Cloud icon on the Start toolbar/Links, an empty white popup window titled "Creative Cloud" appears with a blue spinning wheel that never goes away.  Photoshop CC has updated in the past.  I've tried the following:

1. Shutdown and rebooted the computer multiple times.

2. Deactivated Photoshop, then reactivated.

3. Deleted temporary internet files.

4. Deleted cookies.

5. Disabled McAfee LifeSafe real-time file scanning and firewall.

6. Verified I can update Photoshop on another computer using the same network.  The problem computer is hard-wired to the router.

7. Using the recommendations on this link:   Resolve connection errors with Adobe Creative Cloud and Creative Suite applications

    a. Tested my connection to the Adobe activation servers - Successful

    b. Pinged this site using the link provided: https://lm.licenses.adobe.com/vact/ping - Successful

    c. Reset my hosts file using the Limited Access Repair tool for Windows.  Manually verified the hosts file has no Adobe line items.

    d. Verified I can access secure sites.

    e. Verified the GlobalSign Root CA certificate is enabled for server authentication.

    Actually, clicking on the Creative Cloud Desktop App did nothing.  

    1. From this page:  Adobe Creative Cloud desktop app doesn't open or shows a spinning progress wheel

        a. I downloaded and attempted to install the updated version of the Creative Cloud Desktop App.  That failed.

        b. I deleted the contents of the OOBE folder.

    2. From this page: Uninstall the Adobe Creative Cloud desktop application

        a. I downloaded, unzipped and ran the 'Uninstall the Creative Cloud Desktop App' tool.  It removed the app "with errors".

        b. I reinstalled the Creative Cloud Desktop App....and it worked!  I can now update.

    The amazing part is that while I was waiting for the app to uninstall, my screensaver began to work again.  What?!!  For six months, it hasn't and I could never figure out why not.  The desktop app must have been corrupt and was affecting the screensaver and who knows what else.

    Open the Creative Cloud Desktop application. Have it check for Updates and if any are available install them from the Creative cloud  desktop application.

    All my installed Applications are up to date no updates are available. Phtoshop CC 2018 is at version 19.1.4 ACR 10.3 Bridge CC 2018 version 8.0.1
