Unable to use Crtl + Alt + Shift shortcut.

Hello, I am unable to perform the commands that involve using the combination of CTRL + ALT + SHIFT.
Although, CTRL + SHIFT work fine with the other keys. Previously CTRL + SHIFT + I, was not working. But that seemed to have fixed during the time I was reseting the Preferences for the fifth time to troubleshoot this issue.

The Spring-load feature has been disabled, as I've read previously that could be problematic.
New installation of Windows 11 and Photoshop. All are up to date. I turned off stick-keys and made sure my Language has been set to English. I also checked under the hotkey settings for AMD and possibly Nvidia.

Apologies if I'm missing anything.

Hey, @j0n0zo. Welcome to the Photoshop Community. Thanks for adding the details and troubleshooting steps you've tried. I'll help you figure this out.

 

Is your OS behaving correctly when using other keyboard shortcuts, including ALT? Are there any other programs or plugins that may have a conflicting keyboard shortcut? 

 

To be sure, use the on-screen keyboard to verify if the ALT key works at all. 

If it does work, try booting the machine in Windows Safe mode (with networking) through Advance Restart and see if that helps.
