Undo limited in Free Transform tool

I'm using PTS CC 2019, with the new Undo shortcut: Ctrl + Z.

And I got a problem that in free transform mode, I just can undo 1 time with Ctrl + Z.

It will be solved if I use the Legacy Undo: Ctrl + Shift + Z.

But I like the "new" Undo shortcut, almost softwares uses it.

Can anyone help me to solve this problem?

Hi there,

 

The undo shortcut starting Photoshop 2019 undo multiple steps in your Photoshop document using Control + Z (Win) / Command + Z (Mac). This new multiple undo mode is enabled by default.
