What exactly is that screenshot in the original post supposed to illustrate? Looks like one Layer, not multiple ones. 

 

One possible work-around is converting to multichannel and then back to RGB with Script/s. 

Another one would be painting on a separate Layer (as is prudent) and then use a Script to duplicate and merge that Layer to several other Layers.

Not sure I can understand your request in first place. This is my try: convert multiple painted layers to Smart Object layer. Once you want to reseparate them right click on Smart Object layer and choose: Convert to Layers.

Hi @?... 

You could select all layers and then right click and select Smart Object. This will make one layer, but as a Smart Object. When you want separate layers again, you need to double click into the Smart Object and your layers will open in a new window.

The answer to this question of yours above, was to convert multiple painted layers to a Smart Object layer.

I do not know of a way for painting all three layers at once.
