Paste is by definition always a new layer. Ctrl+E to merge down to underlying layer.

 

The Paste Special options define position, but it's always a new layer.

I have marked the reply from @D Fosse as the correct answer.

 

An alternative would be an active selection (or not if there is transparency) and selecting the target layer, then use Apply Image and select the source layer to apply to the target layer. This bypasses the clipboard and will directly apply or "stamp" the pixels from the source to the target. I have never used this with video layers though.
