What is the magic word I must use to crop unrestricted? Every selection is proportional, Blast it.

I wasn't privy to their decisions, but many features have been added since then and I'm not surprised compromises had to be made.

Anyway, glad there are other ways.

Your link you sent, gave me a further answer. Thank you. There is a spot on the crop setup menu that says "CLEAR". Crops just like I need after that. Thanks again for responding.

Which tool are you using? For example the Rectangular marquee tool can do a free-form crop if you set the Style option to "Normal" in the top Options bar.

Ok, thank you for the help. Is this possible using the Crop Tool?

No. You would instead have to type the dimensions you are looking for.

Thank you very much for helping late on a Sat. night (for me). I will use the marque here on. But a crop tool that crops set values? Why the hell would they do that? It worked perfectly in Photoshop 3 through 7, what an unecessary complexity.
