Unstable tools

I downloaded Photoshop a couple of months ago, there's a problem with a couple of tools, ie the Crop tool, when I click on the outside grid to resize, sometimes nothing happens or the grid disappears, or the picture inside the grid moves, sometimes it rotates, when the grid itself moves to resize it's not smooth and jumps, it takes ages to just resize when it should take just a few seconds, also, when I click on Images, to get the pull down menu, it comes on and goes off, I have to try a few times before it stays on.

I've just installed an upgrade which is suposed to fix bugs, be it doesn't fix these, can anyone please help?
