This isn't a new phenomena, but it's definitely a bug that needs to be addressed. When using the Skew layer adjustment, this is always occurring for me, for years now. Snapping occurs even when snapping is turned off. Using Warp instead is not ideal. Please fix this.
To me it doesn't look like snapping as such - just that you are changing which axis to skew, vertical vs. horizontal. Remember, skew can only work in one direction at a time, it's not a free transform. In short, this looks like correct behavior to me.
The only time I use the right click options is for Warp. Otherwise I Ctrl drag whichever handle I need. I think DFoss is right. Skew is trying to decide which axis to move along, and jumping between them according to tiny inputs from your mouse or tablet. If you drag middle handles instead of corner handles, then that can't happen. Or just Ctrl drag the appropriate handle.
When Trevor.Dennis talks about Ctrl-dragging, that’s a handy shortcut that I use too: If the layer is in Free Transform mode, holding down the Ctrl key (Windows) or Command key (macOS) while dragging a handle frees it of all constraints, in other words it works like Distort so that you don’t actually have to choose the Distort command. Instead, when you want to distort with this shortcut, on your Mac you can simply press the keyboard shortcut for Edit > Free Transform and then Command-drag handles to freely distort the layer.
You can combine Command-drag with Shift and Option depending on how you want to customize the distortion.
