Finally. I usually love all PS updates but the Free Transform tool update was something I just couldn't adjust to. Thanks Adobe for making this option easy to implement rather than the "TransformProportionalScale 0" PSUserConfig.txt fix.

Oh wow! I didn't realize it was a preference. Great. Setting the default to what has been for 20 years would have been a better experience but glad to know. Thanks
