I am using Photoshop V25.0, just upgraded from V24.7, on Windows, both versions won't let me open an existing image, JPG file to edit or resize. Instead the system opens the 'new' file pop up window, wanting me to open a new file. Therefore existing images aren't able to be opened. Why is this happening? Thanks.

@Cass R try manually resetting your Photoshop preferences

Remember to backup your settings before doing the preference reset

@Cass R, take a look at the file associations with JPGs through Windows and reset if needed. Right click on any JPG file and choose “Open with > Choose another app…”. Make sure “Always use this app to open .jpg files” is checked. Another place to check is in Bridge Preferences under File Type Associations (see screenshot). If Photoshop still can't open JPG files correctly, uninstall and reinstall Photoshop from the Creative Cloud Desktop app, KEEPING preferences. Let us know how it goes!
