Using Save command is blocked indicating the file is locked

I have Photoshop CC 22.5.1 running on Windows and encounter the following problem when Saving a jpeg file. "Could not save ..Jpg because the file is locked, you do not have the necessary permissions, or another program is using the file. Use the Properties command in Windows Explorer to unlock the file". This is frustrateing and occurs when resaving a Jpg file. How can this be corrected?

No, my personal PC, running on Windows 10. This is a new problem and something I am not familiar with.

The normal Save function is what is not working.

If a Jpeg file is opened in Photoshop (and not open in any other program) and changes are done to the file.

Selecting Ctrl Save or File>Save cannot file the image but presents the dialog box indicating "Could not save ..Jpg because the file is locked, you do not have the necessary permissions, or another program is using the file. Use the Properties command in Windows Explorer to unlock the file".

 

I have tried to correct this by attempting to review the Properties command in Windows. This does correct the matter, but only for that specific image. The next time I attempt to use the Save command I get the same result as before.

Where are you saving the file? Is the JPG in some other application? Is there some utility or anti-virus running? Have you tried running in Safe Mode? https://helpx.adobe.com/photoshop/kb/basic-troubleshooting.html#safemode

The jpeg file is being saved in the same location. No other programs are running at the same time.  Any attempt to either Save with Ctrl > Save or go>File > Save  gets the same result,, a dialog box indicating "Could not save Jpeg because the file is locked, you do not have the necesary permissions, or another program is using the file".

 

I have tried to use the Properties command in Windows Explore to unlock the file and this will work but has to be done for each Jpeg file seperately.

 

This is frustrating as it interferes with normal workflow. This is a recent development when using Photoshop and I am at a loss to know what action to take to correct the issue.
