Using Smart Objects in a Photoshop Video

Is it possible to use smart objects in a Photoshop video? I have a video that I want to overlay a smart object onto and then save as an animated GIF. Is this even possible? I've tried imported an .mp4 file as a video, but when I try to draw a shape or add another layer, it doesnt show up. Any help is appreciated!
