I'd start by taking a look at the data source text file encoding, UTF-8, UTF-16 etc.

Edit:

It worked when I used "Icelandic (Mac OS)" text encoding rather than UTF-8 when saving using BBEdit on the Mac:

Im downloading CVS CSV comma-separated from Google Sheets, there is no any options inside, when I open this file in Notepad++ I can see its UTF8 and symbols are fine

Edit from moderator: changed CVS (Consumer Value Store) to CSV (Comma Separated Values)

Yes, it was fine for me in the text app when using the standard UTF-8 encoding... But not fine in Photoshop. That is why I noted the correct result when using "Icelandic" text encoding to resave the file. Does Notepad++ offer "Icelandic" or similar regional encoding for resaving?
