Version 23 Welcome to Photoshop screen doesn't disappear

Yes I did disable the screen, however when zooming out of a file it leaves it with the telescope effect. This also occurred in one of the earlier version. Version 22.5.2 is the version that works just fine. I did not have to disable the welcome screen on that version. I have gone back to 22.5.2

Can you please post a screen shot for what you are seeing?

This is with the Home screen disabled. This effect occurs with both the zoom tool and the move tool, with or without the home screen being disabled.
