Video file not opening (Photoshop 2023)

I'm currently using Photoshop 2023 on Windows 10, and I tried opening a .mp4 file, only, this time it gave me the error "Could not open "filename.mp4" because the video file could not be opened.
I used Photoshop 2023 to open .mp4 as well as .mov files just earlier that same day. I tried looking it up but only found solutions for Mac. I have also tried restarting my PC as well as relaunching Photoshop 2023 with administrator permissions, neither worked.

I was having this same problem with videos on my android phone not opening in Photoshop. After a couple hours of searching, I found out that if I open the video in the Gallery app on my phone and went to edit, tapped the three dots (top right), tapped Size and format and changed the Video codec from HEVC to H-264, tapped Done and save (I did save copy), I can now see and edit in Photoshop. Whew.

I should of said FROM my android phone. Have to download to a pc in order to edit in Photoshop.

Today I tried to edit a video file (mp4 – H.264) using photoshop and I got the ‘Could not open file…’ error.  After looking at this thread, here’s what I got:

  1. Windows 10, Ver 22H2, OS build 19045.5131, up-to-date as of today
  2. Photoshop Release 26.1.0
  3. Using special characters in file name?  There’s an “_” but I already changed file name to a single word.  No help.
  4.  Special Characters in folder name?  I use “-“ in my folder names but I successfully opened older mp4/mts/avi files in similar folder names with the hyphen in those folders.
  5. Moved video file to his desktop from OneDrive.  I moved my file on my PC to a different folder.  No help.
  6. File corrupted?  I can play my file on my phone and even on WMP on my desktop.
  7. Were these mp4 all produced in the same method?  This is the one that makes me wonder.  All the files that Photoshop opened were older files (small and large) that were made from my Sony camera.  But the files that I can’t open now were taken on my galaxy S23 ultra.  Although this makes me wonder, I can’t help but think there are a ton of people who use the same camera and can open their video files in Photoshop.

Any suggestions as to what may be the problem?

Yea whats going on? I have the curennt version of PS and I can't open up videos I used to edit with PS.

The only thing that helped me solve this problem is moving the video file to my dekstop.  Before, I was trying to open a file located within OneDrive and Photoshop could not open it.

I have the same issue. They're drone MP4 files. They open fine in WIN 11  Windows Media Player.

@klj5 We've had to convert our drone files using the Media Encoder to H.264 codec in order to open in PS.

Same for me in 2023,  no matter which kind of video, psd can't open. I need to make a gif and is impossible at this moment.

Have you checked for updates to your Windows OS? This may be a codec issue depending on how the mp4 was produced and the size of the file. Were these mp4 all produced in the same method?

It seems it really was as easy as updating Windows from version 21H2 to 22H2, I simply thought earlier that Windows would install such a critical update on their own and update the PC when I restarted it the first time. Thanks for the help, will definitely look back at this post if I ever run into any more issues with Photoshop.

Actually, it seems I've run into the same issue, I updated Windows but I can only open files I have opened through Photoshop before, no new .mp4 files seems to work with it. I've tried changing codec between H.264 and H.265 and the other way around.

Any chance you are using special characters in your file and folder names? There's an issue with that in Media Encoder. If that's it, only use Englich/ Western characters. No accents, no umlauts, no other stuff.

Without any exact info about your system and details like hardware acceleration settings and the specs of the file we can't tell you much. Either the required hardware acceleration stuff doesn't work or there's something off with your file(s).

Hi, I'll provide more details:
The video file in question uses H.264 codec.
Windows - Version 21H2 (OS build 19044.2486)
Adobe Photoshop Version: 23.0.0 20211013.r.36 623993d x64

I exported the video file as usual, after about 10 minutes, I wanted to open a new video file and that's where I got the error, I tried re-opening the previous file, same error.
