Video Frames Disappearing.

I'm trying to do hand drawn animation in Photoshop CC 2019, I know it's not the best program out there for it, but it's the best I have at the moment. Nonetheless I'm experiencing issues with my video frames disappearing. And reappearing. When I click "insert blank frame" or "duplicate frame" some of my frames randomly disappear while others reappear that had previously been gone due to inserting a frame. The frames that are disappearing due to these actions don't seem to be the frames directly in front of the new frames being added, at first I thought they were just being erased to make room for the new or duplicate but this isn't the case it seems. I'm pretty new to Photoshop and video editing in general, so I'm not sure if it's something to do with the program or my lack of understanding. Any help would be greatly appreciated, thank you.

Could you please show some screen shots of the Timeline and Layers panel.

Could the magnification of your Timeline be a factor? For example, are you zoomed out so far that very short clips merely appear to disappear, as opposed to actually disappearing?

I am also experiencing frames disappearing in the Timeline. I'm editing a gif and deleting some frames to make the file smaller. When I finish and scroll back to the first frame, the first 37 frames are empty.Screen Shot 2020-06-23 at 12.26.45 PM.png

I can report this happening to too, a huge disappointment. I'm doing a rotoscope, just spent several hours hand drawing and transforming frames and most of my work is all gone. If this is how Photoshop is supposed to work there should be a prompt that says, 'Frames ## to ## will disappear if you continue with this action.' either that or this is a bug that's been around for over a year and a half.
