Video shifted to the right as default position

I am working on a PC in Windows 11. 

Intel(R) Core(TM) i9-7900X CPU @ 3.30GHz 3.30 GHz

128 gb ram.

Photoshop 25.3.1 and Bridge 14.0.1.137.

When I open a video (.mov and also .mp4) the video is shifted to the right and overlaps on the left about an inch.  In Photoshop, I am just opening a video file to play back. I am not editing in PS.  I have had the issue with Bridge as well. The previews show the videos shifted to the right like there is no genlock.

I can use VLC player for frame grabs but I would prefer using PS.
