When i edit an image and them use the ai program to add to the picture, after I flatten it I save it as a jpeg.
When I open my pictures and view them with windows Photo viewer I can not see them all.
If I double click on any file it will open and view ok.
If I open the first picture and then click the next arrow or click the right arrow key on the keyboard it will only view the original jpeg picture but skips over the ai file I saved as a jpeg.
Anyone know why ?

So you have a series of JPG image files that you are viewing with Windows Photo Viewer?
I don't use that app, but I had a look and it looks like I need to have the images in the Windows Pictures folder, or a subfolder there of. If that's what you have done, then it should be working so long as the files are all valid image documents.
I am not going to tell you how to make the Windows Photos app work for you, but rather I suggest that you use Adobe Bridge or Lightroom instead. You are obviously a Photoshop user, so it makes sense to use an app that interacts with Photoshop. I personally prefer Bridge. It is orders of magnitude more powerful than the simple Photos app. If you have P{hotoshop then you can install Bridge for free, although I am not sure how this would work if you are using an older version of Photoshop.

I know nothing about Bridge. I bought the subscription for PS & LR, still trying to figure out Lightroom actually.

Bridge is similar to Lightroom (I believe, but I don't use LR so can't be 100% sure) in that you can give images a star rating and filter them to view just the ones you want. You change the order by draging images in the Bridge window and browse in a window or full screen. It has easy to use tools that can batch rename, merge to HDR or photo merge. It also works with other Adobe apps like Premiere Pro, Illustrator etc. I love Bridge. I have tried LR several times, but never saw the point in it. I have not worked as aphotographer for several years now, there's zero chance that I'll use LR in the future

I'll have to look into Bridge later on down the road, maybe Christmas time or so.
I love the new Photo Shop and using it quite a lot however I have tons to learn.
Need to find some good tutorials later on as well for RAW. -Cheers-
