Want to make interior photo night time

This photo was during middle of day with lights visable into the interior of the bar where the photo was taken. I want to make the lights pop out and make it look like it was taken in the middle of the night

As usual in Photoshop, there are always several ways to get to the same destination. Here's a tutorial on how to do this using a Curves Adjustment layer:

The main things to do here are not really about Photoshop, but about light and color, the kinds of things learned in color theory and fine art painting/drawing classes. To be convincing you not only want to change the brightness relationship of outside and inside light sources, but also their color temperatures. This can of course be done using Photoshop adjustment layers with masks, but I think the best and fastest tools for this are in Adobe Camera Raw, or using Filter > Camera Raw Filter in Photoshop which is what I used here.

 

In this example, a day to night conversion must do these things:

  • The overall color temperature must become warmer because of artificial lights, so the general Temperature was shifted warm (no mask). You don’t have to make it as warm as I did.
  • As you said, the influence of the outside daylight must be removed. This was done in the Camera Raw Filter by applying a radial gradient with lowered Exposure and Highlights, and the color Temperature was shifted towards warm because the outside daylight is too blue. 
  • The interior lights must become brighter and warmer. This was done with an Object mask intersected with a Luminance mask to isolate the bright parts of the hanging lamps, and then increasing Exposure, Highlights, and Whites. 
  • Other masks were added to remove any other level and temperature differences between daytime light and nighttime light.

I want to remove the lighting coming from the window on the right if possible

So that there's less light in the room that increases brightness and makes the lights less bright.
