Warp tool not appearing

I've searched for a while on how to access this tool and yet I can never find it, I don't see the tool within transform, I've tried to go to edit and transform yet I still don't see the warp tool it's really frustrating to not be able to use this.

    @Ky.ins have you tried right clicking after going into free transform

    You can also access it from the options bar

      I did right click and yet I still do not see the warp tool, as for the options button... I haven't discovered that because I don't see that as well most likely because I don't have creative cloud or idk.
