Watermark

I've created a watermark and it's in the brush tool area. The problem is when I make a new layer, click on brush, my watermark is there and I can hover it over the picture but it won't stay or paste to the picture. What am I missing?

Did you click on the picture with that brush? Check your painting color, brush blending mode and opacity.
