Weird issue when resizing image

I don't know what is going on with photoshop over the last few days, but I now get more issues. Photoshop seems to split an image into multiple layers that do not exist when trying to resize an image. I am seriously considering cancelling my subscription as it has been nothing but problems all week.

Legend

Go to Preferences > Technology Previews... and check "Disable Native Canvas" - then restart Photoshop. Does the problem still occur?

Even more issues, now I am unable to resize images, selecting an image no longer displays the tools to resize, what is going on here ?

OK it is not what I thought at first, moving the mouse wheel makes it disappear, but it is appearing at very random times.
