Weird phenomenon occurred in shape alignment！

After placing a live path object, when you select move tool, the control bar will automatically turn the align panel out and its available.but it is unavailable in any conditions under the shape align panel bar, whatever you try to shift select multiple objects nor ctrl or command-click the reference object to convert it into a selection, it won't work!

You are not showing Layers Palette How do we know that there is one or more layers targeted and also your selected areas looks small for distributing layers. Align layers should be available if any are targeted.

Photoshop will gray options out when they are not available for use
