We have the Isolated FRL. I wanted to use Neural Filters and discovered it was greyed out. It's greyed out due to the FRL license per Adobe Support: Neural Filters: Provide feedback to Adobe on Photoshop Neural Filters and see known issues
We use Adobe Premiere, Lightroom Classic, Bridge and Photoshop. Knowing IFRL licenses restrict available features, there aren't any Adobe support documents that say specifically what features are left out of IFRL licenses.
Also, we should be able to use Neural Filters offline especially with the latest update that does offline processesing. What if I have a machine that is connected to the internet and I use that machine to image all of my offline machines? I would want access to to these features regardless if I have internet access.
