What are the best specs for a new Dell XPS to run Photoshop optimally.

I'm going to buy a new PC. What are the best specs for a Graphics Card, RAM, and Processor to run Photoshop most optimally? Especially what graphics card specs. I'm at a loss here.

Start with the Photoshop system requirements, and aim for the Recommended level.

 

From there, the questions are:

  • What kind of work will you do? Someone who edits phone pics for websites needs much lower specs than someone who builds multi-layered masked composites for print, from 42-megapixel raw files as smart objects, at 16 bits per channel. 
  • What is your budget?

I process RAW images, Landscape images,  from my DSLR Nikon D7500. 16 bit. The camera I use has 20.9megapixels. I don't usually, but at some pint I may very well get into multilayerd masks etc. Mostly, right now,  I use Camera RAW to Photoshop to DXO's  Nik Collection. I save in many formats but for internet posting I save as jpg. However,  if I want to print and frame something I'd save to better format, and certainly build multi layerd masks. My Budget is wide. apox $2,300 to $3,000 max.  What Graphics card specs would be necessary?
