What does 'Your Target channel is hidden" in regards to using the brush tool?

Hi everyone, can anyone help me with this. I am using a second layer and trying to reduce the shine in her forehead. I have selected the desired colour, selected the brush tool, set the required settings then this window popped up and said..."you can not use the brush tool. Your target channel is hidden" I'm lost as I have no idea as to what it means. Any help would be great as I am lost and have no idea as to what it means. Any help would be great

Look in your Channels panel. In this screen shot I have one channel targeted, but it is hidden. If I want to work on it, I need to click the eyeball to make it visible.
