What happened to snapping new guides to transform bounding box?

I used to be able to press Ctrl+T to transform a layer and then immediately click and drag a new guide from a ruler to the edge or center point of the transform box. The transform controls would stay active so I could snap new guides to them but now the transform box is no longer active as soon as I try to drag a new guide so I have nothing to snap to.

Hi

Clicking away from the transform now commits the transform.

No problem though - just hold Ctrl (Cmd on Mac) whilst dragging the guide from the ruler.

How are you snap to options set? Should snap to layer bounds and so should transform
