What is causing this weird bug?

Please look at the video in the attachment, I really dont know how to explain this bug. Tried to google for it and found nothing also asked on the Discord and no answer.

It happens when drawing above or under another layer, also sometimes when adding layers, everything changes.

Try resetting the Brush Tool

@Ged Traynor Thank you for the advice, but that didnt solve it. I at first thought it is the brush but since it is also happening when adding a new layer it might be something else.
