I want to add voice comments to old family photos when I scan them. I assume it goes in the metadata section of the file. Is there a way (or a program or utility) to do this directly or do I need to make a separate MP3 file and attach it to the Photoshop, TIFF, or JPG file?
Essentially I want to create lots of voice annotated image files.

As you have mentioned that you wish to add voice comments to some of your old family photos and you would like to know if you can do it in Adobe Photoshop or if there is a better way of doing that.

2. If you just want to add some voice comments to some pictures, I would recommend Adobe Spark Video: -Free Mobile and Online Video Editing Software | Adobe Spark Video, It would help you to create a slideshow with voice comments and fill it with music as well.
3. You may also use Adobe Premiere Pro CC 2017 (Video Editing Applications): -Buy Adobe Premiere Pro CC | Download video editing software free trial to add voice to photos: - Add and adjust music for your soundtrack.

Image files don't support audio. However audio can be added to video. Get a good microphone.

Re Adding audio file to picture......Photoshop Elements 15 has the facility and is found if you select a picture in Media and then open the Information section to the right of screen. At the bottom of General there is a link Audio which will take you to the screen and control panel where you can Browse for an existing file or record your own and attach.
