This was on Photoshop 25.6 Mac. I don't see this workspace in 25.7 and I haven't seen the popup on two other computers.

I just noticed the Core Tools is listed under Window>Workspace in Photoshop 2024 (ps ver 25.9) on macOS Sonoma 14.5 on a 2022 Mac Studio, although i don't recall getting the popup like in your screenshot.
