This small "device" sometimes appears in an image, but disappears just after appearing. What is it and how is it used?

Yes, the Info panel is open. However, this is happening without my deliberately selecting the Color Sample Tool. This started happeing right after updating earlier this week. I suspect it is another "bug". I will learn something new, while waiting for a fix.
