Does turning off »Use Graphics Processor« in the Performance Preferences (Photoshop > Preferences > Performance > Graphic Processor Settings) and restarting Photoshop have any bearing on the issue?
Does turning on »Deactivate Native Canvas« (Photoshop > Preferences > Technology Previews) and restarting Photoshop have any bearing on the issue?

Yes…turn off graphics processor seems to have worked and I also turned off native canvas thing as my image wasn’t centered on my screen when opening.
Thanks

Unfortunately this is no proper solution as it invalidates GPU dependent features (like the Rotate View Tool and some Filter acceleration for example) but it indicates problems with the GPU driver or the OS.

Probably a GPU/Native canvas related issue. If you zoom out many times or add guides or do something else that affects screen redraw does the image then show correct?

please show the CR and Photoshop entire screens so we could figure out what is happening.
